3.1. IODEF-Document Class

One or more. The information related to a single incident.

A lot of systems provide time-based IODEF-Document but it happens that there is no incident and just an empty IODEF-Document Class without incident. The RFC mentions there must but at least one incident. A clarification would be nice to avoid implementation generating document without incidents or parser to handle that case consistently.
